I recently purchased a box of Montana Bullet Works 200gr. NOE WFN-PB Hitek coated bullets. The box says alloy is mbw#2 and they are sized .401". The coating apparently adds a thou because I carefully measured a random sampling and they all came up precisely .402".

I'm eager to start testing, so here are my questions... I have Power Pistol, HS-6 and Blue Dot on hand, are they worthy candidates or should I save my bullets until I can locate and purchase a more suitable powder? Perhaps Accurate #9 or something else?

I have run a fair bit of Blue Dot with 200 grain bullets.  While it will fall maybe 50 fps behind #9 in absolute velocity, it will be more accurate and more economical.

As a generality with 200 grain cast bullets...

LongShot will yield the highest velocity, though not always the best accuracy.
AA#9 will give high velocity with the greatest safety margin, since you almost can't get enough powder in the case to blow it up. Usually very good accuracy.
Blue Dot will usually provide the most accuracy and still get you to +/- 1200 fps from a 6" barrel.
Hi-Skor 800x was the darling of boutique loaders for a while, so there's a lot of pull-down data for super-hot loads. Two things...none of the boutique loaders use it much anymore, and it's a pain to handle.
HS-6 and Power Pistol may provide good accuracy, but you won't get 1200 fps from either.

Providing the muzzle flash isn't an issue Blue Dot is a very good choice. I'd start at 8.6 grains and creep up on the 9~9.3 grain territory.

My pistol is a Tanfo Witness fullsize with a 4.5" barrel. If I can safely get 1100 +/- with good accuracy I'll call that a great result. So Blue Dot it is. Thank you sirs.

I have 28 pcs of Win cases prepped; I'll load 9 each of 8.6, 8.8 and 9 and see what my results are. After that I have a full bag of Starline to begin loading.

We're supposed to get a little bit of a cool down in a week, I'll probably get a day to go shoot then. I'll post results if there's interest. Thanks all for the helpful replies.
