I never hear much at all about Ramshot Competition for low pressure target loads... cowboy loads
It's by far the cleanest powder that is very accurate and meters well. Also it's white so it's much more visible in the case.
Googled best 38 special powder and seems like bullseye, 231, clays, red dot and universal are the most common. There must have 65 posts and Competition wasn't mentioned once.
   My pet loads
   148gr wadcuttta 15bh, three lube rings......2.8gr.     oal 1.270

140gr trunicated cone powder coat...... 3.3gr.       oal 1.445.  My perfect load

   158gr SWC powdercoat ..................... 3.4gr.       oal 1.485
All sized to .358, mixed range brass and WSP
These work best in my S&W 14-3,14-4 and 15-4
There pretty mild target loads but use caution with the quick burners
Man I shoot way too much :)

Forgot to mention it's also very good with with 45acp target loads... not a powder when velocity is a factor.

I used 2.7 of Bullseye for a Clark 1911 Conversion, a Mod 52 Smith, and Mod 14 Smith revolver.

Thank you may try ramshot competition if I can find some locally.

For the last 30 or so years...

3.2 grains W231/HP-38 and a 148 gr. DEWC. Shot in my S&W Model 10, it's match-grade accurate.

Well I'll throw this out there...I had great results with Blue Dot when I wanted velocity from the 38Spl...
