This must be some of the old slower stuff.

RDub, did the powder show some discolored flakes, light tan or rusty color in there?  It looks like I could see some in the first powder picture.  If yes then I would suggest BE-86 as the powder.

Other pulls showed only 8.0 grains of BE-86 under the 180's

The flakes were uniform in color, no discoloration.
This more closely matches up with what I have seen with Power Pistol or SR4756 with 180gr bullets.  8.8grs. of both yielded velocities very close to this.

The color is slightly different, but that could just be lighting..  Flakes are about the same size.

It may be the lighting, but it sure looks like some off color flakes almost greenish color in the factory powder.
