Lee dies 10/40 even new are a great deal.

New or used - Lee and any dies really, take them part and clean them. Then inspect for burrs and imperfections. This was one of the few "gotchas" I encountered while (still) learning reloading and worth passing on. Can cause marred brass, inconsistent OAL and improper belling.

And despite some of the haters on other boards, Lee FCD for the 10mm is an awesome thing for feeding.
