Last I read his google+ account was still not available, and apparently that is the source of his woes.  Google, after buying Youtube, tried to force Google+ and made all posts to youtube cross post to google+ since one user automagically has both accounts.

Except, his comments and content are acceptable to the youtube EUA, but not the Google+ EUA. 

IMHO, that makes this Google's problem.  Hicock wasn't asking for his stuff to be on Google+.  Google put it there.
