As I stated, on another forum.  This amounts to 'user tax' to exercise your constitutional right.  Imagine the outcry if such a tax was levied on your ability to practice religion.  Remember how the Left always said:  'confiscation' was a scare-tactic' created by the NRA to help solicit donations.  I rest my case, and would have you look to Connecticut.
