Please cite a law or regulation.  The only ones I can find are related the the RRP, which addresses lead based paint.

When i read this yesterday I came to the conclusion that RRMan was joking (...lead over 1 bullets worth is a hazard).

I got it, but it's not really funny.  Not in CA, anyway.  They're working on that as we speak!
