I would add that usually when load data stops shy of the expected velocity and pressure, it is because the velocity/pressure became erratic in testing.  Often this occurs when a powder that doesn't compress well gets compressed, and indeed an 11.0 grain load of blue dot under a 180 grain bullet is listed as a compressed charge.

Since Blue Dot is a flake powder, not a ball powder, compression probably fractures the flakes and creates added surface area increasing the actual burn rate, which spikes pressure erratically.
