Generally speaking......
Case fill = consistency.  The closer you get to 100%, the more consistent the round will be.  This is why, while they don't offer the highest velocities in short barrels, AA9 and 2400 (and others, like 4227) are the most consistent and accurate.  Choose your trade-off.  If the case capacity were a little greater, 296 would be the bomb!

Many of the most accurate load come from 100% powder densities. That means full cases and compressed loads. (seen more in rifles)

Power pistol has supposed to be a good choice! I have t used it myself. For me (before Longshot) Bluedot and 800X ruled the roost. Later I discovered AA7&9 powders also worked well   
Now I'll be loading mostly long shot and blue dot from my 10mm's.

I guess I was meaning more along the lines of economy, like for range pratice loads.  Where retail cost of the powder seems to be relatively low, you don't need to fill the case and still get a respectable velocity without setting any records,...
Gun Control?  Oh yes, the theory that becoming a victim is somehow morally superior to defending yourself & your family.  Makes perfect sense.

Unique is really the powder for OK velocity and great economy.  7 grains of Unique behind a 180 grain bullet or less will deliver OK velocity and 1000 loads per pound.

You're right.  One of my books says it takes another .9 grains of Power Pistol per round to achieve the same velocity.
