I live in a state that requires an expanding bullet to hunt with handguns. Hardcast isn't considered expanding right? What would be the best round? This 200 gr. XTP?

Negative, hardcast does not expand.  It very well may be designed to fragment (not what I'm looking for in game animal planning to eat). 

10mm:
200gr XTP excellent choice for hunting if pushed fast enough (good luck finding commercial offerings loaded hot enough to do the trick, been looking about four months myself).  Non issue if you roll your own.

200gr Nosler another good hunting option and easier to find these days. 

Federal 180gr Trophy Bonded  JSP very new but initial data is very promising as hunting round.

180gr XTP and Gold Dot pretty damn good choices for deer sized game too.

What about Underwoods 200 xtp bullet? Not fast enough?

  PBR or Underwood 200 XTP's will do just fine as well.
