I been there done that, but most of the time they are not so much assholes vs idiots..They are polite but just not too savvy about range etiquette / safety.

One thing is for sure is the primer pockets may be stretched out.  Testing to see if they will even hold a new primer will show if they are LOOSE pockets.

Now, I did do an experiment once with a badly SMILED casing with a blown primer, the pocket was expanded and would not hold a primer.   I did a pass-through sizing using my Lee FCD as the sizer die and it did squeeze the pocket section a little tighter, but not like new.

You're on your own if you want to try this...
You could possibly test the pockets after pass through sizing.  Another option is applying some sealant to hold the primer in place.
I have used nail polish as sealant for shotgun primers.

This may get you another use out of the brass for target loads.

There is plenty of 40 brass allover the place and if you pick up brass the RSO is watching and if you pick up too much brass you get bitch bites all over your back before you can stand up. Will go and shoot and catch all brass and check it monday to check this out, maybe this is like childbirth and the pain of decaping a shit load of brass just kind of faded away. I shoot and reload a lot.
