I haven't worked with this bullet weight much at all, but I'm looking at Western's data for a 165gr jacketed bullet and they show;
AA #7; start 10.8grs max 12.0grs.
AA #5; start 8.7grs max 9.7grs.
They don't list a 165gr load for Silhouette.
This load contained 9.2 grs. and was a fairly stout load.
I'm thinking this powder has a burning rate closer to AA #5.
Wester manual 6.0 shows
170gr Winchester using Silhouette 7.9 grains @ 1165 fps and 9.1grains @ 1285 fps (way over your velocity)
180gr Hornaddy XTP using A#7 9.6 grains @ 1041 fps (close considering bullet weight it would be a little faster) and 10.7 @ 1183 fps
180gr Hornaddy XTP using A#5 7.8 grains @ 1053 fps and 8.7 @ 1197 fps
Winchester 571 powder shows a 170 grain JHP using 9.0 grains @ 1060 fps and 10.2 @ 1170 fps (not sure if this powder is around any more...HS-7 was the same)
