I would imagine it is rebadged S&B after reading the brief article at http://www.selwayarmory.com/sellier-bellot-10mm-auto-180-gr-full-metal-jacket-box-of-50.html that Magtech owns S&B. Same specs as the S&B ammo.

Magtech has been known to use some unusual powders in the past. I wonder if that might be the case here?
