According to Texas attorney general Ken Paxton, open carry of a firearm can only be banned in a room where a public meeting is being held—and not in the entire government building. In a decision released Monday, Paxton argued that officials must place a notice at the entrance of a room where a public meeting is to be held, specifically stating that open carry is prohibited. "A governmental entity may not provide notice that excludes the carrying of handguns when the room or rooms are used for purposes other than an open meeting," Paxton wrote.
