Depending on how it was stored, I can see an issue with the gunpowder.
I find it ludicrous that there is a limit to how much loaded ammo you can have.

Storage permit. The term "storage permit" shall mean the permit for the storage of more than two hundred (200) rounds of ammunition issued by the Fire Commissioner.
ยง 1-03 Applications. (a) A fee of $150 shall accompany the application. All permits expire on the first day of the second January following the date of issuance of the permit and may be renewed thereafter. The renewal fee is also $150. The applicant shall pay the applicable fee with a certified check or money order payable to "N.Y.C. Police Department."
Thats for dealers, this is for civilians.
Ammunition You may not possess more than a total of 200 rounds of ammunition in your premises. Not 200 rounds of a certain caliber, not 200 rounds for each gun. Your TOTAL round count for ALL ammunition in your premises may not exceed 200 rounds. This is true for those with carry permits as well as premise permits. This is a NY Fire Department regulation.

States Rights for the most part went away with the Civil War. Look at Gay Marriage as a recent example.
(States rights consists now of state and local laws and regulations, even then thats limited with water and land issues)
