In the desert west where I live we get in enough trouble for fires started by regular surplus ammo that has steel jackets. They look cool, but I will pass on incendiary rounds.

What the hell could you use this for? I can't imagine it being legal for self defense, but I don't know??

Legal and prudent are different things. The ammo is legal to buy unless there is a local restriction (which there are in many places).
Prudent to use....I would never carry these for defense. They are strictly a toy as far as I am concerned. And as 10mmFan points out, an expensive one at that.
At 11 bucks a bullet I'm sure not going to buy them! :o
