Found some older Winchester data; WAP was discontinued but is now branded are Ramshot Silhouette power...
Winchester data shows 190 FMJ using WAP 7.4 grains @ 1100 fps 27,800 PSI
Winchester data shows 190 FMJ using WAP 8.3 grains @ 1185 fps 34,700 PSI
(Small traces of yellow specks and some dust, maybe primer compounds)
The FBI got the specifics right (190-grains @ 1090 fps)
FBI load was the Federal 190gr. bonded JHP ( XM1003A ) at about 1050-1090fps from their S&W 1076s

Still studying more info...The more I study the more I lean to WAP as being the powder and the velocity will be lower near 1090 fps as suggested by 1050 - 1090 fps the FBI stated...
Interesting stuff for sure. As was mentioned on another forum, this load might cruise along nicely when fired from an MP 5/10. Supposedly this is a low flash powder as well (I think we were reading the same information on it).
I might make this my off duty carry load. Wish I could get some more!

Originally Winchester made the WAP (Winchester Action Pistol) powder, this was discontinued by Winchester but Ramshot picked it up and is under the Western Powders INC., now they have RamShot, Accurate and a few other powders under their company. BTW the exact info was listed in the data for Silhouette as was in the older Winchester data. Sierra used to make 190 grain bullet for the 0.400" dia. Federal may have contracted with Sierra but I'm not sure on that.
However Federal made some of these 190 Bonded JHP's specifically for contracts;
I have a copy of request for quotation dated July 31, 2002, Department of State Office: Office of Acquisitions; FOB Destination shall be SPRINGFIELD, VA 22153. We anticipate award for this purchase order to be on or before August 14, 2002. In that order was a request for the XM1003A.

It is amazing to see how companies like Federal, were using other companies powders like Winchester.
Another very interesting project...but getting these older ammo documented helps to preserve their history for others to see, study and use.
Very cool! I am down to my last 100 or so rounds of a case of this I bought from Ammoman years ago. I did a Google search for Federal XM1003A, and it lead me to this thread.
