Very odd! What would the stated charge push those 180's to?

Don't know but it looks old enough to have been manufactured for the Bren Ten.

The Aguila boxes are reloaded ammo...400 rounds of reloads labeled 7.3 gr. WSF1, 180 gr. copper wash. $15 per 50

Here is Hodgdon's data for real 180 JHP copper jacketed
180 GR. SIE JHC WSF .400" 1.260" 5.7gr @ 950 - 25,000 PSI , 7.1gr @ 1150 - 35,600 PSI

Given that information it would possibly be 1175 FPS?

It is possible!  How well the person did with loading them is the key!  WSF (Win Super Field) does measure fairly well and consistently.
