Hodgdon HP-38 and Winchester 231 are shown with this weight charges with slightly more velocity 1061 fps
HP-38 is very close match for this powder used in the Federal AE

No you would need more WST to get those numbers! It does look like HP-38 as compared to my reference files, But Federal may have had the powder blended to their specs. ???
