Do dealers expect to sell when they don't have the sense to answer a prospective buyer's Email?
Not the wisest business move on their part, especially if they want to make any money

There is a Chinese restaurant near me which has a number of items I really like. I always bought take out even before the current new normal. The only challenge was getting through. Their phone lines always seemed to be busy. Obvious solutions to this problem seemed to be more phone lines, call waiting, voicemail or even better an online order system.
It eventually dawned on me that they are probably selling all the food their kitchen staff can make while maintaining quality standards. No sense in creating more order volume if you can't service it.
That is probably the case here. The sellers are probably so busy shipping guns to FFL's that they don't have time to even look at email that isn't about a sale.
That, of course, doesn't solve you problem, but it explains how they stay in business. If they have enough buyers that don't have questions, they can afford to ignore the ones that do.

I never understood why some vendors do this. Why not just add the 3% into the cost of the product? When listed separately it seems like an additional tax and turns some buyers away. 99% of the purchases I make online are done that way.

On a 1K$ Sig that's 30$. I really don't mind the $29.48 discount for sending a check. Thats a box of ammo, or a part of the steeply increasing shipping charges.
According to the news this AM there were 4.3 million background checks last month, another record of sorts(Joe are you paying attention). Sure suggests that retailers don't have time to address every communication. And worst case they don't have to reply, the items ill be sold before the negotiations are completed.
The banks are the ones I have issue with.
The 3% upcharge that many vendors add to credit card transactions are to cover the credit card company's interchange fee. AMEX, VISA, MASTERCARD, DISCOVER, etc. charge the merchant a processing fee to facilitate the transaction and payment. They vary between card but 3% is a decent middle of the road alternative.
So if you buy something for $100, the credit card company will charge the merchant anywhere from $2.5 to $4.00 just to process the transaction and remit back to the merchant $96 to $97.5 (depending on card) to process transaction. That's Where the credit card rebates, cash back, rewards & airline miles come from. The vendor pays for them.
There is no extra processing cost to the merchant accepting cash, check, money order, etc. So if you want to pay with credit card and get the points, miles, etc. get ready in these situations to pay for the processing fee to facilitate your choice of tender.
Wouldn't be fair for someone paying with cash to pay more cause other people like me like credit card rewards.
